I am at a campground and the neighbor just pulled in with a new 32' Monte Carlo and can't get the slides to move out. Since I don't have slides, couldn't help him. It seems to me there should be a safety lockout to prevent kids from moving the slides. Am I correct and where would it be?

To stop kids from "playing" with my TT slide's power switch, I simply pull its 12V fuse. Kids (or unknowing adults) can play with its slide switch all they want, and nothing will happen. If slide doesn't work, check its 12V fuse as well...

A lot of slides don't have a fuse, but use a self setting CB tied directly to the battery.

His battery may be weak - slides operate only off the battery, not off the converter - converter can't handle the load of a slide motor.

Not on my TT. I have a factory battery cut off switch. Before storing for the winter, I double checked that it shut power to the TT ( no lights and slide didnt work ). I pulled it into it's parking place at my home and plugged it into the 30Amp RV outlet I installed for it. Now my lights and slide are working and I have not switched the battery back on yet. Yup, suprized me too.

And to answer the OP question, mine does not have any slide switch, other than the one to make it open or close. Have him check his fuses.

On our previous (KZ) trailer, the slide in/out switch was on the backside of the dinette seat. Low enough for little hands to play with, so they had another on/off switch for supplying power to in/out switch. It worked well...

On the new trailer, the switches are much higher up and out of the way, so no more on/off switch for the slideroom.

This is false..our 18' slide doesn't need a battery

..probably should have said "some slides....."
