Travelers would be my answer. Anyone spending a Billion a year on TV advertising doesn't sound very cost effective to me In MOST cases you'll get the best deal from the same company you have your other vehicles insured with.

US Govt survey shows three out of four people make up 75% of the total population

Progressive here, more coverage for 1/2 the cost of most others we got quotes from. The days of getting all of your insurance at the same place are all but over. It is rarely cheaper atleast in our area. good luck

I always use the same carrier as my vehicles to avoid any confusion about who is the responsible party when something happens.

I found Allstate in my area much cheaper than anybody else. Combined the house, car, trailer, and truck. I have continued periodically to get other bids and they are always higher, especially if I break up the combined rates. I guess you just have to shop around as there is no easy answer and it varies from place to place.

Maybe I read it too literally, but I think the OP asked which of the two AARP and Progressive is the best. Why am I seeing so much about other insurance companies? Maybe the OP will define the question better for me.

Options......always good to have options.

And what really constitutes 'best'?
Best price, best claims, best response, best coverage.......all subjective to each persons experience and very specific based on each persons address, record etc.

For me......'best' is National Interstate Ins.
