As far as I understand, the iPad2 3G has connectivity with both At&T and Verizon wireless.

They are two totally different systems. I seriously doubt that you can get a Verizon product to work on an ATT system.
My iPAD is unlocked which to my understanding can be used by either ATT or Verizon. This I will verify before traveling south.

I use Verizon, had AtT&T, but couldn't pick up in a lot of places that we camped. I get phone AND computer service where we go in NC,SC,TN and Va...We camp, basically in the middle of nowhere in WV, (Pence Springs) and I even have cellphone service AND 3G computer service there...Verizon for me, got tired of "no service" and dropped calls with AT&T where "WE" travel and camp....

There is an app called Coverage? on the iPad that attempts to compare the four major carriers, Verizon, AT&T, Sprint and T-Mobile on the same equal map with Roam, 2G, 3G, 4G and LTE delineations. We have two new iPads, one with Verizon and one with AT&T depending on which will give better coverage where we travel. For instance we went to southern Missouri last week and there was a huge gap in Verizon coverage there. In Arizona and southern Utah the choice would be to go with Verizon. The VirginMobile mifi data card based on Sprint proved totally worthless last year in our travels. We've given up on it. Sprint is pretty much worthless in the West for RVers.

We purchased an iPad with the Verizon option, and just get month to month service since we only need it when we travel. On our first trip, we discovered that for the month-to-month no contract plan, that means you only have service from Verizon towers (not out of network towers). We encountered that in southeast GA, where we had cell but not iPad.

One does not have to activate an iPad 2 3G, or a new iPad 4G, for that matter. And you don't have to go to a gray market. You can make a purchase form Apple online, from an Apple Store, or any Apple reseller..
iPad 2 3G is not universal. At the time of purchase, one must decide between GSM technology (AT&T) or CDMA technology (Verizon).

Well yes, but not for the sim card reason. It's a communication hardware issue. I know AT&T uses a sim card - not sure about Verizon. If what you say is true and you have a sim card, you are restricted to towers on the AT&T network.
Consider getting a Verizon MiFi. this is about the size of a skinny deck of playing cards. It will connect with the Verizon network (any speeds up to 4G) on one end and broadcasts regular old fashioned WiFi on the other. You can have 4 devices sharing it all at the same time (or is it 5?). You'll get pretty good signal coverage with Verizon too.
