Old-Biscuit, I looked at the web site for renewal and obtaining a new license this morning. When obtaining a NEW license for the first time, name change, moving into the state and obtaining an Arkansas license, etc., paperwork is needed. When renewing, I guess all of that is waived if you are the holder of a valid Arkansas Operators license. I keep up fairly well with current events and I do not remember any mention of needing all the paperwork you mentioned just to renew a license. I am assuming that the State of Arkansas believes if you already possess a valid license, then you are at least a legal resident of Arkansas, not some alien dropping in off Mars. Mine expire next year so I guess I will find out then........

I had to renew my driver's license this year. Only good for 4 years at a time. The state sends you an application for renewal. I did mine online and they sent a camera card to me within 15 days. I just went in and had a new pic done and they punched 2 holes in the old driver's license and handed me a new one. Very simple.
Registering my truck this morning, paid by check, showed drivers license. They had expired last year. Don't remember getting a renewal reminder. Anyway went to the DMV stood in line for a hour. Told them right off they were expired and did I have to do the written test and drivers test again. In Texas you have to do that if your license has expired for 2 yrs. I said good. Did the thumb print thing eye test, new picture that looks like i should have a number across my chest. Got out of there in a big hurry before they changed their minds.
Haven't did mine i a while. It was easy last time. Go in sign a paper, take the eye test, get a bad picture taken and away I went. Worst thins is that it's at the court house and I always try to stay out of that place when I can. Make me nervous to go in there. I'm always afraid they won't let me leave.
As far as birth certificate. I'm not absolutely sure where mine even is. It's probley in the bottom of my safe deposit box. But, it's been decades since I looked for it last. I'm purty sure I was born.
I can't renew online...in fact, my CDL means that, in addition to not being able to renew online, I have to go to the main DMV office. (It also means I get whacked for something like $100.) Fortunately, the only extra hoop I have to jump through is having to show my DOT medical card to renew my CDL.

Arizona has the right idea. Drivers Licensces are from whatever age you are to age 65. fee varies with how young you are. It should, however, be a flat fee just to cover paperwork, one time, same fee, for everybody and for lifetime not just to age 65 then renew.
