GM doesn't "turn on" the charge connection unless you ask them to or do it yourself. I have no idea why.
My last 2 GM trucks had it turned on? Same dealer so maybe the just do it in the prep?
I'm confused. How does one do this themselves. I just assumed it was always charging while plugged in.
I know that I had to hook up two hot wires that were already under the hood to the extra terminals on my fuse box. One was to power my P2 brake controller and the other went to the 7 pin in the rear bumper.
Is it safe to assume that is what you're talking about?

Yeah I did. I believe it was either a 30 or 40 amp. dont remember.
Measure the voltage on the trailer battery while the engine is off. Then measure it with the motor running at a fast idle. A fully charged battery will show about 12.7 vdc, If it's charging it'll go up to about 13.5 to 14 vdc.
