I picked up this GPS tracking device called TracPort from Brick House Security last week using it to track a 16 year olds where abouts. It will work on anything that has a OBD-II diagnostic plug 1996 to present. This can be used on any gas powered MH,Toad or what ever. It has live tracking and you can shut down the vehicle if it was stolen. No battery runs off the car battery and goes into standby mode when the keys off. Just thought I would share.
3 months free service then $1.00 a day

That is also what I would be concerned with using an OBD port based GPS device for tracking. Depending on how sophisticated a GPS tracking device one would require, I would think you could also combine a used Android phone(HTC Eris ~$50.) installed with even a free app such as avast! Free Mobile Security, using a pay-as-you-go service such as PagePlus(Verizon) @$3. month minimum, and be able to use that as a simple GPS tracking device. It would just take a text message to the phone in order to turn tracking on/off.

Why would you want to track the travels of a 16 year old?

Interesting gizmo (says a Dad of two teenage boys). Sure the OBD port might be obvious to some car thieves, but the average car thief probably wouldn't notice it.

"Wouldn't all the thief have to do is remove the device?"
You are assuming he is smart enough to recognize it, know what it is, and remove it... That is a MAJOR assumption.
True story:
High crime area, There is a 2 year old Mustang Hardtop with the keys clearly hanging from the ignition.. Two thieves hop in fire that sucker up and head for the freeway.. They are talking to each other "Man are the owners of this car Stooopid or what, You'd think they WANTED us to steel it leaving the keys in it like that" (how do I know what they were saying.. Read on)
As a matter of fact the owners DID want them to steel that car, as opposed to the others in the lot,, You see the car belonged to the company I worked for, MICHIGAN STATE POLICE, and was equipped with ON-Guard, which is Ford's answer to ON-Star, On-Guard was alerted the instant the car was started, and activated the cell phone built into the car so we could monitor the conservation.. Of course when they exited the freeway the doors were locked, and the engine died.. Some very helpful folks came up and offered assistance, The theives begged to decline.. However they could not open the doors.
Doors opened fine for the very helpful folks outside.. That is to say, Michigan State Police plain cloths officers, complete with guns, badges and handcuffs for the thieves to wear to jail.
Bait car.
Nothin adds excitment like something that is none of your business

They are very reasonably priced and it pays to shop because you can get monthlys for $20 a month. That said you might have been given an excellent up front price much like cell phones. You can monitor the speed real time and from any internet computer. School buses and ag equipment are common users. Some trackers can be as simple as reporting their location once a day and without the obd port. Those are great for keeping track of equipment like trailers etc.

My 16 year old just got his license yesterday. My 18 year old has been ticket and accident free (knock on wood) so far. Most kids are good and will do the right things. If you can't trust your child to do the right things to the point you feel the need to track their movements, maybe they should not be driving? I have gone up and down the realm of actions and the consequenses of poor decision making.

And that is why I have a hard-wired solution on our kids car.
Vehicle GPS tracking system
No reason to make removal any easier than necessary and unless they remove the battery or totally hot-wire the car (removing the ignition) there is no way to stop it from broadcasting.
