I would assume this will be towed dry weight. I would have no problem with what you are wanting to do.

...dry weight means "completely empty"....empty propane tanks, no water anywhere, no clothes, no nothing, completely empty....and it would STILL be too heavy for the 5.7 2500...guess if your not going to go up and down any hills/ mountains, you wouldn't abuse the truck too much...but what the hey, it aint my truck....have at it....

Since you manage a campground maybe you can make a deal with a regular to help you out.

As the owner of a couple chevy 2500 HD's with duramax's
I wouldn't even blink.
and I'm somewhat of a towing safety nazi.
i think the limit on your truck is the 6.0 motor rather than the actual weight rating, because the duramax trucks (which are the same truck) have a much higher rating.

Why not just borrow an appropriate truck for the limited times and distance you would be moving it?

can't be too much a a towing safety person...I've owned several 2500 D/A's myself, but wouldn't want to spend any time trying to tow a 16,000+ GVW 5er with either of them...a Dually, yeah, a reg. 2500...nah.......me?? now "I'M called the weight police, thus, I say "no" to a 2500...not nearly enough truck...

This is line I was thinking on. My truck is rated at 9400 with 3:73s. With 4:10s its rated at 13900. My 06 had 4:10s and and I was worried I'd notice a difference with the 3:73s but I can't to be truthful I think it tows better then my old one

Having it moved for you would cost about $150-200 each time. Seriously. I'm in the trucking industry and you could get a 1-ton hotshot driver to do it, if not a good friend for free. That's nothing if you use the camper a lot and like it.
But you could tow it fine. Just move it at a time when traffic is light if you're that concerned.

After debating with the salesmen in an attempt to get him to through in a set of free air bags for my truck, the salemen offered to deliver the new 5ver. I'm still having the hitch installed so I can make the short tow from the campground to my house, or incase the need would arrise that I would need to move the camper around in the campground on short notice. Thanks to everyone for their advice.
