The Virginina law that say's 'turn em off' when entering the tunnel has been in affect from at least the late 60's or early 70's. I remember stopping to turn the bottles off when with my parents and pulling a 16' Blazon TT with a Ponitiac.

60# of propane is 15 gallons. 100 gallons of diesel will burn hotter and do more damage. I have seen several concrete bridges that have been replace due to diesel fires. Not one have I seen due to a propane fire.

The problem with propane is that one cubic foot of liquid propane will expand to 270 cubic feet of propane vapor. Propane is extremely more volatile than gas or diesel. Google propane explosions--there are some intense videos.
Using your 15 gallons you said in your cylinders, that is around 2 cubic feet of liquid propane, which expands to 540 cubic feet. Since propane vapor has a lower specific gravity than air, it will not dissipate and presents a significant ignition hazard.
And yes, the containers that aren't permanently mounted on your trailers are cylinders, not tanks and unless the law addresses both, there is a loophole. But try to argue that with a trooper on the side of the road!
