It's whether or not they CHOOSE to protect themselves that's more important. Many people feel they have to be polite to everyone to the point that they leave themselves and their families vulnerable. Offers of help are a common lead into an attack. I don't accept them for that reason alone. That time where you're scrambling for keys in a purse is commonly targeted. Even if I have another bag my keys always go in a pocket and are in my hand as I leave the store. A firm voice and posture is most often enough to send the freaks scurrying.
I'm a young single female who lives alone. I've lived in bad neighborhoods with drug dealers on the corner and rode the bus to get around including in El Paso, Texas. I just got out of the military as an MP. Some of our "girly girls" were the hardest hitters and best marksmen. I have never had an issue because I don't pry into others business and I don't act like a victim.
