Yes. So if cut in PSI is 25, with system depressurized, inflate to 23 PSI.
Does this mean that you have to add air to the accumulator tank using an air pump or a compressor?

Yes unless you've got really strong lungs to blow into the Schrader valve!
I just asumed that they worked the same as the pressure tank on my well at home. I guess this is one mod I'll pass on. I do mostly CG style camping so unless I start doing a good bit of dry camping I don't need it.

You only set the pressure once. Mine has been in use for around six years without even checking the pressure. Once set you don't need to mess with it unless something changes.
Hey thanks....I was of course thinking I had to do it every time I took the TT out.....

A FWIW about accumulators. I just upgraded to a Surflo 5.7 gpm pump and the instructions said if your system has a accumulator remove or disable it.

Because it is a variable speed pump and comes on slow with the slightest flow. An acumulator tank would not do anything.

If you installed a Shurflo Extreme Smart Sensor 5.7 GPM pump, then I wouldn't suggest removing the accumulator tank. Adding a valve to temporarily disable it will allow you to use it again in the future. The Extreme pumps have been arguably one of the highest failure rate pumps Shurflo has ever produced.
