swebber gave you excellent advice. If you use rattle-can paint do one layer and wait a good 5 or 10 minutes before applying another coat. Apply 2nd coat lighter than 1st coat and "let them become friends".. just go slow and easy to avoid sags and runs.
Prepping the wheels properly is the key to a good finish that adheres properly.
