Quite a few Class A MH's have the same problem you report as the result of voltage drop in the headlight switch and the long length of wiring through the switch to the lamps. A common fix to the problem is to install a relay with heavier gauge wiring which is controlled by the headlight switch.
Almost any RV service facility should be able to do this for you.

Install a Hi-Intensity headlite kit.U can buy them online quite reasonable and they are the answer

Sylvania makes a whole line of SilverStar Headlight Halogen bulbs that give a brighter and whiter light output.

The first thing to do is check the voltage right at the headlight. As others have said low voltage due to insufficient wiring is VERY common. If the voltage is much lower than the voltage at the battery posts the relay fix with 10-12 ga wire direct to the battery through 30a bosch relays will make a world of difference. There are ready made headlight relay kits on the internet.

I had a similar problem. The headlights on my coach were BMW-issued so I knew they should be brighter. On my coach and on most coaches, the power for the headlights runs from the fuse panel, up to the headlight switch and then to the headlights. The voltage drop is severe which makes it look like the bulbs are dim. You also develop a lot of heat on the headlight switch...and I mean a lot.
I installed a set of relays for the low and high beam. It works as follows. the relays are connected to the battery and are fused. The low beam relay is wired to both low beams and the high beam relay is mounted to the high beams (I have separate headlights for high and low beam). The headlight switch is then wired to the high and low beam relays. When you turn on the headlights, the voltage from the switch activates the relay which in turn turns on the headlights. The amount of voltage from the headlight switch is minimal now because the switch is not energizing the headlights...it is only turning on the relay. So the headlight switch does not overheat. The headlights are now as bright as they should be.
Also on my coach, when the high beams were activated, the low beans would turn off. I added another relay that would allow both headlights to illuminate when the high beams were on. There is a ton of light now.
The relays and the low/high relay were all purchased through LMC Truck.

Another option is to convert them to "HID". Just google HID covertion kits and get a cup coffee for some reading. Just make sure you get a quality kit from a reputable dealer. Did my (dim) 60mm projection lights a couple of years ago and never use the brights any more.

X2 on HID kit. $60. for the kit & $40. for installation by a qualified installer. Now I can see down the road night or day.

If you do not have 12V at the headlight, no bulbs new or otherwise will be very bright. You can check the voltage yourself...make sure to check the high beam voltage as those use more juice.
