Many (maybe most) ISPs provide customers with at least a little space for their own web site. Site doesn't even have to be organized as a web site to hold pictures. (also acts as 'offsite storage')
Or one can buy space from many web host companies pretty cheaply. That's what I do.
Another Picasa user. When you upload to Picasaweb then go to the photo, off to the right is a gray box and a little over halfway down is a Link to This Photo. Select the size you want from the dropdown menu, click on the box that says Image only (no link). Finally copy the url from the box that says Embed Image.
When posting the picture in your post, you will either have to add the IMG code manually on either side of the link, or use the Advanced Post Form, then click on the picture icon. You can then paste your link in the pop up box.
The IMG code is [ IMG] before the link and [ /IMG] after the link (without the spaces - that's the only way I could type them where they would show up)

Are the pictures already in your Picasa Album?
If so you open one window (or tab) to your album, and another window (or tab) with the forums message window open. Then you switch back and forth as needed.
Alternately, you can get the URLs from Picasa, one at a time, and paste them into a word processing document. Once you have the URLs for all of your pictures, you can copy them, one at a time, into your post, as you need them. Be sure to add a comment for each picture in the word processing document so that you can identify it.
