Normally, I don't let water in the FW tank sit so long, but after three weeks, would it be still potable, should I dump it, or should I do a complete sanitizing run (fill with bleach, dump, fill with baking soda, dump)?

Only my opinion here but I would not consider dumping unless it sat a few month's depending on temperature etc,.

City water usually has enough chlorine to remain pretty safe for a month. Well water, not so. Either way, I'd drain and fill with fresh. I'd sanitize if using well water. That's been my general rule with extended travel and full timing and so far, so good. I drink from the FW tap.

No expiration on water. As long as it tastes okay it should be fine.

It has not been hot in Austin lately. If it was August that's a different story.
Mostly temperature dependent and the source of the water.

I guess if it was convenient to dump and refill I guess I would. Second thought - NO I wouldn't. Sometimes I think we make too much of this "sanitizing" - especially of city water - deal. I sanitize my potable water tank once a year but even question that necessity.
PLEASE prove me wrong someone. Has anyone seen a documented case of serious health issues related to the ingestion of water that has been sitting in a well maintained RV's sealed tank for 1 month, 2? 3? 6?.......
If the example is credible I will start sanitizing once a month! Maybe put a "skull and cross bones" symbol on the faucets when pumping water from the tank.

I used to sanitize at the start of every season but quit that years ago. Now that I am full timing I just keep water in the tank full time and try to consume what is in the tank every couple of months and just replenish with what is available at the time. I have added a couple of capfuls of bleach when the water was well water but that has not been very often. I have full hookups at the seasonal site but I still keep water in the tank for those times when the water goes out which it did couple of years ago for a couple of days. I generally just turn on the pump when I come back to the RV and use some of the tank water and then turn on the outside source later on when I think about it. I always turn off the water when I leave for an extended period.

Well water I would dump but clorinated city water is OK for a couple of months.

I have not seen any studies designed to directly test what you're asking. However, you have 2 incorrect assumptions.
1. the fresh water tank is NOT sealed (no vacuum is created when you draw from the tank)
2. the tank was NOT filled under aseptic conditions (microbes may have been added during filling)
BTW city water is not sterile; it does contain microbes (per the EPA).
