What about the Xantrex c40? Or is it a PWM which means that my PV must be the same as my battery bank?

Your panels are 36V nominal. That is an odd Voltage. It could be difficult to find an inexpensive MPPT controller.
The Rogue 3024 is capped at 24V so it won't work with your panels.
You could use the MS MPPT 15, but it can only handle one of the 170W panels as it has a 200W upper limit for a 12V system.
Your panels are 44.2Voc. I am amazed you have not let the magic smoke out of your Samlex!

I thought the Rogue would accept up to 60 volts VOC?

This is what confuses me re the Rogue:

The Rogue is capped at 60voc.
He has not let magic smoke out because VOC is for "open circuit".

According to that link for these panels, Vmp is 35.5V, Voc is 44.2V, Imp is 4.8A, and Isc 5.2A.

well everybody has pretty much Nailed it,
you need an MPPT controller
you can parallel or series the two panels depending on which controller you decide on,
but the samlex is not going to convert the excess volts to give you all the watts
any PWM non-mppt controller is going to work the same as the samlex, 'CHOP' off the voltage keeping the amps at what ever the panels are putting out, which means wattage lost
with panels with that voltage, MPPT is the only way to actually utilize them and get the most output power into the batteries
