Not normal. When you move it to the new truck make sure all is tight. On mine (and I think it's in the manual) I left the big side bolts loose and hitched the trailer including the WD bars. Raised the tongue jack so all the weight was on the hitch. This put all the pressure on the washers. Then tightened the 5/8 inch bolt on the bottom of the head and tightened the large side bolts.

Eventually I'll probably have to do this again, but so far it's been tight for a few years.
