What is the shortest 5th wheel out there? I have found a 23 foot 5th wheel and a 28 foot 5th wheel toy hauler. I am in CA.

Scamp, at 19', is the shortest one I know of.

Technically the Scamp 5er is the smallest! HERE!
Skyline has a small 23' Nomad, and Nash/Arctic Fox has some small 5ers too.

Cougar has the 244RLS that is nice, and only 26'9".

Check out these folks ALLEN. There a small outfit and have been around since the '60s.
They show 5th wheels starting at 19'.
Also lots of searching clicky linky the different RV manufacturers for the latest out there.

We owned a 17.5' fifth wheel made by Fleetwood. Handiest little thing ... it had the same floorplan as their 11' Elkhorn camper. Did a lot of backroads and gravel with that fifth wheel!
They no longer manufacture this size though ...

that looks like a truck camper on wheels.
Our first camper was a 24' Playmor. had a lot of good times with that one.
