Drive around for a bit and let it slosh around...

I can't fill it. the tank is empty, the clog is high than that.. If I put anymor water in it the toilet will be over flowed..

Just take a coat hanger, untwist it and poke around in the tank from up top and u will hook the toilet paper plug and break it up, been there, done that.

Whats with these visitors from Venus? Mine goes through a roll a day at home. Told her to ration the paper in the fifth wheel or she will learn to deal with the after math. So far my threats have worked.

that is one thing I have taught kiddo from day one. DON'T OVERLOAD. kids sure have a tendency to roll out the TP to the max.

You can't just flush the toilet and stick a wire or snake down there when the valve opens and unplug it?

When you say "it's not draining". Do you mean the toilet itself or the black tank?? If you put 5 gals of water down the toilet, I would then assume you mean the black tank is not draining. If this is the case, the solution is the one Bad99ram mentioned. Flush King. The force of the water pressure from the garden hose will force the paper back up into the tank and spreading it around so that it will come out the drain in smaller clumps. You might have to do this several times, but it will solve your problem.
Waiting for digesters to work, you'll probably be a year older before it's all clean. Running a snake down the toilet and hoping that you'll get the end of the snake to the drain hole will take a miracle!
You can get a Flush King knockoff at walmart.
