A number of years ago we stayed at the KOA Quebec which is on the south shore of the river across from the city. A few miles from the CG at Levis there's a ferry that takes you directly to the heart of old Quebec. We would leave our car at the ferry boat terminal and go across each morning. It's a pretty inexpensive ride and you end up in the middle of the historic district where parking would be almost impossible to find and would be unaffordable if you could find it! However, once you are in the old city you don't need a car to get around it; most things are only a few blocks apart.

Make sure you buy the city museum pass which lets you into all the major attractions.

If you don't mind a little drive (30-45 min)try staying at Camp Orleans on Ile d Orleans. We stayed there about 4 years ago and the island was a nice place on its own.

We camped at Camping Transit in Levis on the south shore and took the ferry over and back from the Old Town section. You really don't want a car in the Old Town area, it's too hard to park and it's a great walking city.

Only drawback with Camping Transit is that it is near highway 20, so you do get road noise.

We have stayed at both Camping Transit and the KOA Quebec City, and we prefer the KOA. The tour bus comes right to the campground at the KOA, but not to the Transit one.

I've been down & up both many times. Not sure where you are in southern Ontario but I'd go down I-87 to Albany then I-90 west to Buffalo, then back up to Ontario.

Another scenic route is I-88 from Albany (via I-90 loop) west to I-81 to Binhamton then north to the 401.
