My truck is two months shy of four years old. So it could have had almost eight percent water! Who knows.

Glad you solved the problem --- it is one of the most neglected parts of maintenance.
There is a refractometer that can estimate the amount of water in brake fluid, but it is nearly as simple to just routinely change it.
4 or 5% is the threshold that makes for noticeably poorer performance.
