I think the issue is that Navistar's system did not work to their expectations, and they burned through their credits really fast, and ran out. Instead of stopping sales, they essentially tried paying for more credits.
Cummins on the other had has a system that is working as intended, and they know how fast they are using up credits. When they do run out, they already have a fall-back option, which is already being proven in the cab/chassis.

I know ththat the school bus engines have been problematic.
Navistar's problems are well known in Europe. This decision has been "blood in the water" for VW, who has majority holdings now in Scania and MAN. VW wants to beat Daimler and get into the Conventional US market with an established brand with it's associated customer and supply base.

The Kon-Tec devolped a working EGR/cat system, Mercedes bought them. That's where the BleuTec comes from.

Of course Cummins was part of the law suit. They spent millions on R&D to make their engines compliant. Why would they sit back and let someone make a sale on something that did not comply.

True I have not been around HERE long, I have had Diesel trucks since 1980 a 1 ton GMC 6.2, 81 VW Diesel PU, 86 C20 6.2, 98 RAM CUMMINS, now 11 HO CUMMINS.
If you are referring to urea they still don't in the regular pickups, 2013 is another story.
Not sure what your point was??????

If I remember the howling correctly,Us Ram drivers were saying that Urea is just another added cost and you had to hunt for the product,because not all fule stops carried Urea at that time.
