I would start by checking the AC voltage at an outlet while the generator is running. It sounds like the AC voltage may be low. This can affect some appliances more than others. If it is low you can usually adjust the governor to raise the voltage but you need to measure the frequency as well. But check that voltage first.

I checked the voltage at the junction box on the wall beside the gen and it only shows 94 volts,do i need to try and speed the rpm up?

I have an older Onan Emerald 4000 so my comments are based on my knowledge of that specific unit. On mine if the voltage is low you adust the speed by rotating the governor adjustment screw which is on the linkage that attaches to the carburetor. Clockwise raises the speed and the voltage also. It can also affect the frequency but if you are only getting 94 volts that could certainly affect the air conditioner. I would watch the meter while I adjusted the governor so the voltage is between 115 - 120 Volts and see if that makes a difference.

When you say the governor will not work do you mean it is not regulating the engine speed or you cannot figure out how to adjust it? You can search the internet for a service manual that wil show how to adjust the governor but if no one has been tinkering with it I would run some Seafoam thorugh it first. Lot's of information on this forum about how to do that.
