Happens all the time here in PA and in neighboring NJ. Those people are all in a bigger hurry than you & me......
The trouble is PennDOT actually posts signs telling drivers to use both lanes all the way to the merge point, then "take your turn." Yeah, right.

In the Cincinnati area, a lane closing causes the drivers in the open lane(s) to immediately slow down in sympathy.
Retired and visiting as much of this beautiful country as I can.

This is a pet peeve of mine too. I love it when the truckers block them. The "me" generation started with drivers a looonnnngg time ago.

It happens in the west, too. My step-daughter is a flagger....she has stories to relate that make my hair raise on end.......I worry about her all the time! We had a motorcycle pass us not long ago --- not only was there a double yellow line on the road, but we were in a construction zone and had passed a flagger...we were being lead by a pilot car. We got stalled and the motorcyclist was unlucky enough to be by our left front fender. DH rolled down his window and chewed his butt off. His excuse was "I didn't see the sign".....UMMMMMM how about the double yellow line???? And it was pretty obvious we were in a construction zone.

As someone mentioned already, many states now want you to use both lanes until the merge point. Great in theory, but rarely works in reality.
Most drivers are not familiar with the new two lane thing so they assume the ones in the other lane are "cheating" so they block the other lane. I've seen drivers drive down the middle of the two lanes to block the other lane.
My understanding is the rolling road blocks sometimes set up by truckers are not technically legal. I suppose you could get ticketed for obstructing traffic.

Simply don't let the jerks in when they get to the front of the closed lane. Once the traffic moves to the point where the jerk first pulled out to pass, let them back in - behind the vehicle they were first in front of. If they can't get ahead of the people who are cooperatively driving in the proper lane, they lose the incentive to run down the closing lane.
There is generally plenty of room for everyone to merge when the warning signs first appear, so there would be little or no slowdown if everyone merged then. The disruption from proctocephalics waiting until the lane ends is what causes the traffic stoppage. The cops should just target the last-second mergers, instead of going after the truckers/RVers who move over to stop the jerks.

Rolling roadblocks by truckers with attitude cause innumerable back ups and in turn wrecks and lost lives.
The games they play with the 80,000 lb+ weapons amount to nothing less than recklesness and assault.
They don't think in context of what they are doing to people.
Not happy about the Trucker that tried to wreck us to keep us from getting on the off ramp by forcing us into the rail because he was playing rolling road block. These assailants belong behind bars for assault with a deadly 80,000 lb+ weapon.
