Such a simple solution.
Sounds like it was a case of its my lane and I'll occupy it as long as I want because its mine.
An easier solution is to just back off for a couple seconds and let the fool go.

Was a bit perturbed over the merging traffic situation so I asked a CHP officer at a rest stop one day. He told me that the traffic on the freeway had the right of way over merging traffic. He said also that the traffic on the freeway must allow merging traffic on the road. So I suspect, at least in Calif, if you made some idiot stop on the end of the ramp you could be ticketed.
Ron

Ron why you say that based on the info you posted. The toad does not have a driver to ticket. If the MH creates a gap that one car fills then he is good next to go as I see it.

Everywhere I've driven, the traffic merging with the thru-traffic was required to yield to the thru traffic.

If the lane to the left is open, then it is nice to move over to let the traffic enter the freeway. If I can't move over I won't hit my brakes to let the idiots enter. The effects on the traffic behind me is much to likely to be effected by an unexpected slow down in the traffic lane ahead of them.

People are expected to know the rules of the road. I don't want to cause a wreck but I don't want to be part of a wreck caused by some else either.

Sully2, My point is right in line with Randallb and Hershey, two wrongs don't make a right. Sure OP was driving safely and an idiot creeps up, wanders toward him in his lane and matches his speed for some time. That does not absolve him or any driver, regardless of what you are driving, from taking corrective measures TO AVOID a potential accident or tragedy. I not only love driving my RV as often as possible, but being in sales I drive my car 40,000 miles a year and I am sick of drivers using cruise control and being oblivious to their surroundings and too darn pig headed to adjust their speed to the traffic flow in BOTH their lane and adjoining lanes.

I drive far enough ahead to be able to anticipate most issues with merging traffic. If I cannot move left then I will leave them some room to get into traffic just ahead of me. Although I must admit that I'm annoyed that the old habits of signaling lane changes and getting up to the speed of mainline traffic before trying to merge seem to be lost.

its the toad's fault for following too closely...

Have you really seen that happen?
I have! And all you can do is hope that they realize it before its to late.

X3 for the brake, the WORST thing you can do is use the horn/air horn. The other driver may very well turn the wheel in your direction when he hears it. On second thought, he probably would not hear it with his head up his... oh never mind. Just use the brake not the horn, it is much safer.

Based on a lot of responses to this post there are a lot of people here that should not even be driving a car much less a motor home!
I say that after more than 30 years driving trucks and Semi's with a Class A License W/all endorsements.
I've met everyone of you at sometime or another.
When a high profile vehicle approaches to pass another all of a sudden you hit that wall of air coming off the vehicle being passed. If you are truly an experienced driver you will yield to the passing vehicle. You have nothing to gain making their passing more difficult than some miss guided ego trip that you were here first!
I always like the drivers who speed up as I am passing and then chase me even though I am doing 10mph faster than they were.
A lot of bad habits out there!

One of my personal favorites is the driver on a 2-lane road doing 10mph below the speed limit until the passing lanes... then speeds up to 80mph to keep anyone from passing.... then back to slow after the passing lane ends. There should be a special circle in the inferno for them.
