Honk loud and long as that is what the law calls for. Yep, the vehicle code states that a horn shall be used to warn other drivers (& pedestrians), of hazards which this guy certainly was. We saw a number of BOZO's on the our latest trip, usually with a cell phone in hand texting or whatever. A lot of these chuckleheads are oblivious to what is going on around them and a blast from your horn (man I wish I had air horns), might just jolt them back into the present before they manage to kill someone.
The OP could have nailed the brakes to get away from this clown but then the folks behind him could have a problem. When all else fails remember the wisdom in that old bumper sticker..... "Horn broke, watch for finger!"

It's easy to give advice from the computer. It's easy to think of what I or KLM should have done. Sometimes it is not that easy when it is happening. I am sure that there are some other nuances that are impossible to capture. I feel your frustration. Many have been there.

I've encountered these situations too, same as everyone who drives a lot. I've noticed that often people merging and those who already occupy the lane have the same plan. I slow down to allow him to merge, and he slows down to allow me to pass. I speed up to allow him to slip in behind me, and he speeds up to merge ahead of me. I'm quite sure we are both thinking how stupid the other is...
As far as getting passed at 62 by someone going 62 1/2...that's more than just a little annoying.

Thats one reason they make AIR HORNS. Lay on them and dont get off of them....he is either going to become aware or run off the road the other side.....either location i fine with me because he would be away from me.
