Offer them a low ball figure if your willing to negogiate up from that with them, OR
Offer them the maximum price your willing to give and be willing to let them know you will walk.
Make sure you have in writing any repairs needed and that they are done before you sign the final papers.
Keep in mind, there are more sellers out there right now than buyers.
As mentioned, anytime a salesman opens their mouth, don't believe 99.9% of what they say! They are willing to say anything to make the sale.
There is very seldon "the last and only" rig out there!

Put a bid on the unit and see if they bite, do not let them give you the mumbo jumbo about extra stuff, they are probably wanting to off load the unit.
When you talk to them be firm do not waver, the song and dance that they do about consulting with the manager is BS, there is a set price that the dealer has for the unit, anything above that is profit for the sales man and the dealer. Even if it is sold at the dealer price all make money, yust not that much.
The price of the unit going up is horse manure, make then an offer that you are comfortable and see what they come back with, then NEGOCIATE with them, if they really want to "move the unit", they will be willing to have a tug of prices.
The worsdt that can happen is that you or they say NO, and belive me they will NEGOCIATE WITH YOU, be firm and be prepared to walk out, make shure that they have your phone, they will call.
The unit will sit at the dealer or at your house, if it is at home, you can leave the door open so that the cats and dogs get used to going inside, also you can spend some weekends in it with the animals.
The broken drain is probably the reason it hasen't sold, that is a good barganing chip, I had to redo mine, they over tightened the coupling and crackd it, so I replaced it with a simple 1" union.
Purcahse the unit and if you have a friend that is handy with plumbing, a good BARBEQUE and some COLD BEERS will work.
Well, here's some more 'free' advice. Since you're going to be new to RVing, maybe you should reconsider. You're husband seems to be dragging his feet-maybe he's got some reservations about the whole idea. Believe me, there are lots of RVs for sale. Many people buy an RV before they try it and decide it's not for them. Just consider, renting one before you buy. Maybe just take some time to relax in October and regroup. You've both been working hard and maybe have not had time to consider all of your options. Whatever you decide, I wish you the best!
As Go Dogs said, your DH may be rethinking the option.. he may just be overwhelmed with work and trying to get his head wrapped around the idea of retirement and a big change in lifestyle. October really isn't that far.. that being said if a MH and that model in particular is what you want, then consider going ahead and getting it if the dealers will negotiate. It will give you plenty of time to stock it with things you want/need without the pressure of having to do it all very quickly. It will allow you to spread out purchases of added things.. go out with the pets and spend several hours when you have a chance. watch a movie there, have a cold drink of whatever you prefer, and imagine living in it. It will allow you to decide where things really need to go and what yo really need. when I bought my current TT, I loaded everything in a matter of a couple of days, and later I found myself unloading entire cabinets and storage bins and moving the contents to other cabinets/bins that made more sense. much more work than if I had just taken time to think before I started packing.
Always remember;
The unit you want to think about until next week,
somebody else may have been thinking abut since last week.
If it is truly your "dream machine", and you think the price is right for your budget, IMO you should go make the deal and get it.
If you don't, how will you feel when you drive by there in August and it is GONE!
As for the salesperson lying, some do, some don't, some only part of the time.
It is up to the customer, as always, to sift through the hyperbole and make an intelligent decision. "Let the buyer beware" is still true today, just as it was years ago. Nothing has changed.

I just want to point out that just because two different RVs are the same year & same model number they may not be the same. When ordering a new RV from the factory there are many options available. Each dealer will order the options they think their customers are interested in. Depending on the options, prices of RVs may vary significantly.

Good point. A 2013 will always cost more than an identical 2012. But maybe everyone but "jes" has overlooked the deal. The 2012 is sitting there for a reason, not optioned right, wrong interior color, basic model with little to no upgrade. Don't know, have no direct knowledge. Maybe one reason for the vast price difference is that the dealer learned a lesson by looking at the 2012 for months, and ordered the 2013 with more options and upgrades hence a bigger price differnce.
As to the OP, I can only speak from our experience....but every time we have made a purchase we regretted, it was one that we hurried up and made, or "forced" to make happen when several factors were working against us. 98% of the time that we stopped and took a breath and thought it out, we have been happy with the purchase, if one was made.
This is not the only MH of this model that was made in 2012. There are more out there. Get your RVdirect quote adn go to the LEWIS RV website in ohio. The are not bashful about posting their no-haggle prices. Many people print off thier posts and use them to negotiate with their local dealers. No, I don't work for them, nor have I bought from them, they just seem to be a great resource for a "Real Price".
Good Luck with whatever you decide......and as some have said above...maybe the husband is getting cold feet or just feels overwhelmed right now. I know when I am starting to rethink things at my house, it is easlier to drag feet and hope someone else buys something than it is to disappoint the love of ones life.
Have you ever considered going to Ariz,finding a nice park to stay in and finding an RV here.Every one is giving good advice.The buyer is in charge here because of the economy.I would never buy an RV at camping world.New RVs come out in June or July.I bet in Oct you will find a 2012 model for a smoking price

Well, I somewhat got a quote back from RV Direct. A ready-made model with some options we need & some we don't would be $60,000-some plus delivery of $2500 plus tax, which I haven't been gotten back to as to what the monthly payment would be. The one with the features I ticked would be $62,000-something with same del & unknown tax. I asked what our monthly payment would be with X amount down. Haven't heard back. There were features I didn't know if were needed ie 'Bigfoot Automatic Hydraulic Leveling Jacks $3,892.00.' I don't expect you guys to do my research so I'll have to Google what that is. I don't want to be in something unlevel or hard to level but am not sure if the standard leveling is ok or easy to do. The made-to-suit model would also be 8 wks, which would take us past that week off end of Aug.
I knew the 2013 dealer's would be more, but like you said not THAT much more! We didn't see anything different from the 2012 that was less but maybe there were unknown bells & whistles we didn't see. They both seemed to have back up cameras which I'm not sure is extra on the check-off list with RVD. I would like the 2012. It would be available right away without someone driving it cross country. Or do they all get here that way? Somehow I thought they put them on big trucks like the ones that pull cars, only maybe two instead of a bunch. Or on a train. You can see how naive I am. The 2013 in the lot was covered with dead bugs like it just got there from Alaska.
