Do yourself a security and privacy favor, deleate all your cookies. I have accounts with two banks. They do not do what your bank does.
BTW - I regularly delete all my cookies. Do it through your browser and it will not erase your saved information you want to keep. If you have not done it for a while you will be shocked at how many cookies you have. I let my Chrome go 30 days and I had 2,500 cookies. Most of which are tracking me.

After 30 years in the IT industry, I'll give you this advice. USE THE LOG OUT BUTTON.
You would be surprised at some of the coders/spec writters out there and their lack of skills. Not following "their" designed exit path can lead into user issues as you just found out.
Sidenote:
Do yourself a favor and also google "Rapport." Deleting cookies is only half the answer. Goes back to that skill set I was talking about.

I have a similsr problem with my credit union. If I allow it to time out it is difficult to log back in. I just don't allow it to time out. They provide an on-screen inactivity timer that resets to 15 minutes at every action. I have learned not to allow the timer to hit 0.

If the logout button actually worked as directed, I suppose I'd just forget about this and move on. But no, even THAT doesn't work right. And the tech support people claim that it will, and it doesn't. After all, that pester screen is telling me to LOG OUT.
As a former programmer, I was aware of glitches and problems and how that drove people nuts. But these guys.. well, this is just inexcusable for a major national bank.

Is the logout button possibly trying to open a pop-up window you are blocking? Maybe they are trying to tell you to "Have a nice day! " but are failing and recording it as a non-logout.

Just checked, my laptop using Windows 7 works just fine. No pester screen to log out. Sorry, something else is going on that isn't happening for me.
