Distant Drums is right on I-17 with absolutely nothing around it!
No, Dead Horse doesn't have full hookups but do you really need them for 3-4 days? That's what holding tanks are for!

In Santa Fe we stay at Trailer Ranch and for Sedona we stay at Distant Drums. Stayed a Rancho Sedona and would not go back; mainly because it is tight getting around and very pricey. As is everything in Sedona.

Dead Horse has water and electricity, but do sewer - it does have a dump station. It is a great state park. It is also near to a lot of the attractions that many people might want to see when based in Sedona - like Tuzigoot and Jerome and a lot of the petroglyphs are closer to Cottonwood than they are to Sedona. There is also the original town that is close by with a nice trail.
Santa Fe - we also liked Trailer Ranch.

Personally, I would stay at Rancho Sedona, as a matter of fact we always do when in the area. To avoid the "tightness" I suggest you look at spaces 74-83 (preferred) or 58-63. Those sites tend to be ~60 ft across from each other.
IMO, Distant Drums is OK to stop for the night but would not spend days there. You can be pretty close to your neighbors.
Dead Horse Ranch...most of the park is pretty barren. Can't think of an AZ State Park that has less vegetation. Oh, I'm sure there is one, just can't remember camping in it.

Sedona is pretty. I don't care for the traffic (basically only one way to get anywhere) or touristy feel.
The upper camp sites at Dead Horse are typical high desert vegetation. The park borders the Verde river and features a green belt parkway. It is heavily vegetated with well marked trails.

We stayed at Santa Fe Skies last summer and really liked it. The showers were top notch. It's up on a hill so you have a 360 degree view of the surrounding area. They have their own solar panels and I believe they supply all their own power.

We enjoyed Santa Fe Skies. The owners and place were nice. There was a lot of space between sites. When you stay in Santa Fe you need to eat at Tomasita's which is downtown. The food is fantastic and the prices are reasonable.

I live near Santa Fe and there are not many RV park options in the city. I I recommend this one that is about 10 minutes out.

BUT - if you have time..
There is are beautiful spots at Hyde Memorial State park (about 30 minutes from downtown SF) some electrical spots and can reserve online

There are also casinos within half hour of the city that will let you park.

Cochiti Corps of Engineers park is an easy drive to Santa Fe - big scenic sites and a lot cheaper than Santa Fe! We then parked our car and took the public bus to do our siteseeing - very easy to do. Also - right at Cochiti Lake c.g. is Kasha-Katuwe Tent Rocks National Monument - a little known wonder! Absolutely beautiful.

Can't help with RV Parks in Santa Fe. But... the Wine Festival in Bernalillo is Labor Day Weekend and the train service from Santa Fe drops you off right in Bernalillo where there are shuttles to the Festival GroundsBernalillo Wine Festival if you are interested. And El Rando de Los Golondrinas is a great place to visit. El Rancho De Los Golondrinas
