I would think that a bunch of tethered helium balloons would give a steadier shot, though subject to wind conditions. But wouldn't have to fly too high with a lightweight pocket cam w/wide angle lens. RC helicopters or airplanes are increasingly being used for aerial photography, but are expensive, not to mention the skill needed to fly one.

Pictures I have looked at on Google Earth were a couple of years old.

I would use a tethered balloon or a box kite.
If there is too much wind for the balloon, use the kite.
If insufficient wind for the kite, use the balloon.

There are more companies popping up offering aerial photo/videos using remote controlled planes or helicopters.
Use google or your local yellow pages to see if you can find one.
Or check to see if there is a local remote control plane club near you and ask them.

Interesting concept. The overhead view of our place showed a 1/2012 image date, but the street view was at least 5 years old (no date indicated that I could find) based on the vehicles in the driveway.

Ours just recently updated.Before it showed trees where the pond has been for the last 6 years.

That is really neat. It is also interesting to see how the resolution of the images evolved over time as well.
