First of all, your printer will work on Win 7 if the company (not Microsoft) updates their printer drivers. My epson printer works on XP, Vista, Win 7.
Second, Office 97 works on XP, Vista and Win 7 along side Office 2010 on Win 7. So there is no reason printers and Office won't work if you go forward.
Now, as someone else has asked, for what reason do you need System Restore?

There are computer viruses that will not only delete restore points but also prevent system restore from running. Do this. Boot into Safe Mood. Then go into any temp directories and delete whatever is in them. Then go to System Restore in safe mode and restore your computer.
If this does not work there is not much to do but format the hard drive and reinstall Win XP and all of your software (AFTER copying any data files, photos, documents, etc. off the hard drive). In fact, do this backup of those files FIRST before even trying a system restore again.
Best way to avoid these problems is to have a full and up to date hard drive backup.

I agree,you most likely have some form of malware onboard. Windows 7 is nice but a big learning curve for a casual user. I am hoping you have a copy of XP if you need one for a reinstall.

Not all companies updated their drivers for Vista/Win7, especially for older hardware. HP is notorious for this.

I haven't had to mess around with it for a year or so, but before reinstalling XP, on your install disk, you can go into dos and there are a few commands you can try before reinstalling.
Sorry that I can't remember those commands but a quick internet check will find them for you.

Repair mode install is your best bet if you absolutely have to. Unfortunately, if your restore points aren't working in XP, there isn't really any KISS way of helping you through that.
Back up your important data regardless.
