This is an Australian Bush Fire Brigade truck. They are Off Road 4X4 Isuzu's 33,000lb Light MDT Trucks. Used as the basis of Expedition vehicles. Yes they frequently do this watch the youtube video.

That is serious capability. I loved it when all the passengers starting popping up to get out of the water. The driver was literally up to his neck in it.

Virtually all Bush Fire Brigades in Australia, have heavy 4 X4 Mainly Japanese MDT trucks. They also have MDT 55,000lb HAZMAT and Larger Tankers.

Heavy 55,000lb Water Tanker for Bush Fire Brigade

Many times on those trucks the snorkel is behind the cab. Can be difficult to see with all the gear and racks.
I would be surprised if they "frequently" take the trucks quite that deep. I would think that the driver just didn't realize how deep the water was, but once you start going in you have to keep going and hope for the best.

Yep, there is a quick glimpse of the snorkel at the end of that video, behind the passenger side.

You get a lot of flooded rivers that would come up too the bottom of the door. They do take vehicles past that point quite frequently elsewhere.
Fairly typical in far North Queensland.
