For printing, I primarily use a Brother Laser printer. The toner cartridges are fairly cheap, around $12. but can also be fairly easy to refill for around $4-5.
Chips placed in ink cartridges have been around for quite some time. Though I haven't refilled inkjet cartridges in some time, I do have a chip resetter for an Epson.

We have successfully used aftermarket refills for our HP printer from a Canadian company in Montreal, but the Costco refilling service is even cheaper.
Just a footnote to my earlier post: The color cartridge on our HP printer was nearly empty so I took it to Costco. They "test" the cartridge first to see if it can be successfully refilled, and it failed the test. The guy said that the colors had mixed together so it couldn't be refilled.
I ordered a compatible aftermarket cartridge as in the past.
