A few weeks ago we traveled I-95n through CT (from I-287 all the way to Providence). Although there were no accidents and only one construction zone, we hit huge traffic problems throughout most of CT. We figure we lost about 90 minutes to traffic (seemed like a volume issue and nothing more).
Next week, we have to travel through the area again, and I'm trying to figure out if this was a one-time thing, or is this is the norm for that stretch of I-95. We can go a more northerly route that adds about 25 miles to the trip, or I can brave that stretch again.
We're new to the area and still unfamiliar with the traffic patterns in the wider region. I'm hoping others of you can give me some advice.
We use 84, 395 or 91 when headed north which is often. Prior to living in Virginia we lived in Maine and MA and I would never venture I95 for the reasons you mention. Last week our route was meaningful longer but our travel time was much less than using i95. Use Mapquest or Google maps to plan your trip and use the drag feature to see how many additional miles you will drive for different routes.
When are you making the trip? Friday afternoons or Sundays in the summer can be difficult. Rush hours on any weekday can be iffy. It's typically not all that bad between PVD and I287 though, except through the larger cities in CT, like Bridgeport and New Haven.

I'd likely be hitting the I-287/I-95 interchange around 2-3pm on a Tuesday. It was around 3:30 on a Thursday, last time, and it was miserable.
Personally, I would not hesitate to travel that stretch at that time of a weekday. I'm sure there will be some traffic in the Bridgeport and New Haven areas, but the rest of it should be decent enough. To me, it's not typically bad enough to start detouring on longer routes.......
Let us know what you decide and how it goes!

yup it's normal. not matter what time of year, what time of day or night (we have gone through at all times), CT with slow you down. We cannot get through Hartford without sitting in some sort of traffic somewhere. We just plan the extra time into the travel. Hope someone from the state can give you some good tips for avoiding it.
