The size of the ducts is too small resulting in high velocity and therefore noisy operation. It's a save a buck thing. If you have a 2 speed fan, turn it to the lower speed and guess what, it's quieter. QED (quod erat demonstrandum)

You probably won't hear the air in a million dollar unit as those are sized properly.
