Is that what he meant? It wasn't clear from the post. I thought he meant they were there when he arrived that morning.
I can't imagine even a thief would bother to smoke nine cigarettes of various brands on his site through the middle of the night. It makes no sense.

Boy I hope you told the ampground host about this and the park manager. These people need to inspect every site prior to arrival to make sure there is not any trash laying around.
You should have demanded a refund.
