Real lawyers love amatures... sure money in the bank. Even Judge Judy makes money when novices practice law....
So, according to forum lawyers... if someone uses a picture of a traffic jam in public they should have a permission sheet from every vehicle owner?????
I can assure you... the ONLY reason that I recently obscured some shoplifters vehicle plates is that in the event that they aren't prosecuted they wouldn't be able to sue me for slander.
They were in a public place and as such they couldn't expect privacy.
NOW... once again... what would someone do with your licence plate number?
How many times haave you had an uncontrollable desire to look up a license plate number that you saw in a picture, If so... do you think that maybe you have a screw loose?
How many times in a fit of road rage have you wanted to get an address on someones vehicle so that you could sneek over there and scratc it up after dark? Tried to get someone to "run a number" for you?

Sleepy, you may take this as paranoia, but the fact is we live in a litigious society. There is no reason to leave yourself open to some predatory sue-happy oportunist. Its like opening your wallet and leaving it on your truck hood in the parking lot when you go shopping. You trust everyone? EVERYONE? The first 99 people will pass up taking something thats not thiers. The 100th will take it. Your cash is gone despite the trustwortyness of the first 99.
I get the magazine Popular Photography which awhile back had an artical on just this subject. You'de be surprised on what your liabilities are photography wise. And there are those willing to exploit an innocent mistake for profit.
BTW I can and have run plates to find identity. So if your suggesting its not easy, your wrong.
Years ago we came across a post card in a rack with a picture of our boat sailing in the intercoastal waterway. We contacted the publisher, we still a half a case of very pretty post cards. No damage just a good memory, and a bit of savings.

When I'm out camping, I not only obscure my license plate, I paint the whole rig with grey tempura paint that can be washed off when we get home, and I hang big cardboard shapes on the front and back so the silhouette looks like a PT-boat instead of a truck and camper.
And you know why??? It's because of the people that like to take pictures of other people doing something dumb, and then post them on public forums and tell everyone how dumb they are! I AM paranoid about that! (I'm not talking about the shoplifting you spotted. Good on ya for catching them in the act).
As for doing something with someone else's license plate number, unless you have ties with law enforcement you aren't going to be able to find out any personal information with it.
But, if you really wanted to do something to take revenge on another driver (in Arkansas, anyway) and all you had was the license plate and vehicle description, you could call the state Litter Hotline and tell them they threw their Burger King trash out the window. Then they get a "Dear Dum Bass" letter in the mail from the litter police, and their blood pressure probably spikes momentarily.
So, if you're out in the wilds and you happen to spot a PT-boat in the act of backing into a tree.....keep your iphone in your pocket. It wasn't me.

If a photo is taken in a public place, no permission is needed.
As an added check, I try to obscure any identification (plates, names, etc.)
Why in the world would you obscure your license plate?
Hundreds of thousands of people a year see your plates on the highways.
What are they going to do with it?
This is parinoia run amuck!

Yes, it is, I agree.
BUT, that's the way a LOT of people think these days.
Just like telling amateur radio operators that they should NEVER post their call sign on a forum, because it can be looked up on a couple of different websites, and the looker will find out exactly who you are and where you live. That's quite true, in fact that's how we get the address to send a QSO card! However, you are required by law to state your call sign many times while talking on the radio, so anybody who has a shortwave receiver can get the numbers.
Besides, my call sign IS my license plate number!
These days, "security" is an illusion, but many people still strive to achieve it. IMO, a true exercise in futility.

OK! you got me.
Our last trip lasted 77 nights... I disguised our camper at night as a very large shopping WalMart shopping cart... during the day we removed the cart cover and took off our tin foil parinoia hats and acted normal.
I don't think that we want to know why someone would have several vehicle lic plates "run" unless they were in law inforcement or something close.
As far as identity... most of you know who I am, where I live, have been invited to my house, or invited me to yours... exchanged phone numbers, email addresses, and street addresses.
We have incountered one blatently rude perso... and another that was weird. Some of our contacts are pleasent... most are fantastic. Parinoia would have kept us from doing anyof the things we do... like 1007 nights boondocking....
We have even shared a key to our house occassionally!
Good thing my front Lic. plate fell off years ago, and I never put it back on...
You guys crack me up.
