Usually my wife and I will camp for a day or two at Bahia Honda and go snorkeling. This year we'd like to stay a little longer and it's impossible to get sites and the state park campgrounds for the days we are looking at. I've seen a lot of private campgrounds down that way but don't know much about them. We are camping in a van that I've converted for camping. So All we need is an electrical hook up at the most. So no fancy amenities needed. Mostly we are looking for clean bathrooms and showers. I'm hoping to get some recommendations on good campgrounds.
I doubt you will find anything less than a state park in the Keys. I recommend you use RV Park Reviews for a list of the campgrounds in the towns your interested in.
Private campgrounds in the Keys are pricey and to get electric only is doubtful.

When we checked private cg in the Keys, all ran over $85.00 a night. We ended up staying at Pennecamp which is a state Park. We really liked it there. You can snorkle there also. We picked up a cancellation two days before we went.
Call up the Big Pine Fishing Camp which is right across the Bay from Bahia Honda, and get on their waiting list.
Also check Reserve America every day for a vacancy at Bahia Honda. Many people have over booked because they were waiting for Long Key to reopen and they will be giving up their reservations at Bahia Honda.
