what percent dis. is required to use these campgronds? i cannot find anything on web site?

The general rule is 100% disabled,Retired military,Active duty military and DOD civilian.Most,if not all military campgrounds abide by this. Some military may have different rules,it depends on the the base commander.You can find more information at this website.

I don't have an answer for you but several months ago this question came up somewhere and somebody posted a link that explained that most start with a military ID card and if a person has commissary access and MWR access to use 99% of them. I would call DEERS; they might be able to direct you better.
There are a few(very few) that anybody can use due to agreements that base has with state wild life folks to allow hunters during certains parts of the year to hunt,like Avon Park Air Force Range in Florida.
And sometime ago at one we like a lot, a couple was allowed use because their son was in nearby base hosp in bad shape and famcamp was very close (really not a fun camping trip).
You should find out what privileges you have, exactly how I don't know.

The son of friends of mine is stationed at Ft. Campbell. They have two CGs, and both are open to the public. I imagine that its because most civilians staying there would be visiting someone on the base. And there's no great reason to stay in that area unless you're visiting someone on the base.
Retired and visiting as much of this beautiful country as I can.

The services have policies that guide how things are done. Base commanders have the latitude to make local exceptions - either as a general rule, or on an event by event basis. The MWR office that operates the family camp also can make local decisions that sort of fly under the radar (like allowing MWR employees to live in the camp full time).
Your best bet is to contact the specific installation and ask.

It is basically those who have access to the installation. So if you are authorized and have some sort of ID card that allows you on base (post)/ facility you can use the camp ground.

A wounded, partially disabled combat veteran cannot use a military gampground but, a pencil pushing civilian can use it?

Short answer, yes.
All depends on the installation commander. If he doesn't like the DOD civilians, you are not using his facilities.
For a "partially disabled combat veteran" it depends. If he was only given an ID card with hospital privelages only, then he can not use any of the other base facilities. So, if you don't have a military CAC or ID card you don't get access.

You really need to call the particular base. It usually isn't advertised.
We used to camp at Pendleton between LA and San Diego all the time and although I am a veteran that was not a requirement. They allowed so many passes and it was on a drawing basis, then a minimal charge for the 1 year pass.
However, I never camped there after 911. Some of the rules may have changed.
