Whatever state you decide upon, you will have to travel there to get your driver's license and register to vote.

SD, TX and FL are the first 3 that come to my mind.

We use SD but I wouldn't urge you to go that route. Unless they change their rules, we have to go back there every 5 years in person to renew our driver's licenses. That was at least doable.

We had concealed carry permits until this year...SD now requires that we PHYSICALLY have to be in the state for 30 days straight to get our concealed carry permits renewed.

WE also use SD as our 'domicile'.
Yes you have to physically renew DL's every 5 yrs. And if you want a CCW you have to physically be in state 30 days prior (requirement changed in 2009)

We just renewed........so prior to renewing we looked at other states.
TX was high on list as majority of pro's were same between SD & TX until we checked into Insurance costs.
For our type of coverage the exact same policy would cost us double for our 5'vr and 50% increase for our truck.

We remained with SD. But changed our address from Sioux Falls to Box Elder (Rapid City). It meets our needs and works for us.

You need to check which state 'domicile' will meet your needs.
Taxes, estate planning, inheritance, medical coverage, insurance coverage, residency requirements, vehicle registration costs, voting etc.

Florida here. Although I wouldn't say it's the cheapest, it's within the 3 most popular states in the country to file domicile for various reasons. Aside from being a native, my choice was based on the fact that I still work for the most part in the S.E. Most of my immediate family live in the state, so I'm frequently in and out. Plus, wintering there is quite pleasant.

When it comes to protecting your assets from creditors, you couldn’t live in a better state than Texas.

Led by the famous homestead exemption, our debtor-friendly state shelters the meatiest components of an average family’s wealth from creditors, including current wages, retirement accounts and college savings plans.

Check the TX and FL for a domicile if you want the CWP. Florida gives them in cracker jack boxes. No not really but very easy. I only had to show them I was in the armed forces 40 years ago and that was good enough for the training portion of the permit. FL will also give out of state residents a CWP which is reciprocal in many states. SD in on the reciprocity list so a permit issued in FL is good in SD.
Driving license renewal every 8 years, online, and being a no fault insurance state my truck windshield was replaced at no cost, not even deductible.

Don't just look at a couple things, when it comes to retirement.....look at the overall picture. We were Florida residents for years, both before and after retirement, but are no longer residents there after comparing the total picture. Sometimes it is cheaper to pay a little in the way of taxes, to have a much better quality of life and lower cost overall. Don't get stuck on the dollar figure. Our overall living expenses, including taxes, are less in Idaho than they were in Florida and the living experience it 100X better than what Florida was.

We lived in both TX and FL and TX had the best rates for tags at that time.
Lots of people us Escapees in Livingston TX for their address. I don't think you could do better than TX. Centrally located, no state tax, help their vets!
