Is the brush head plastic or wood?
If wood you might trying to fill or partially fill the black tank to see if the brush might float to the top of the liquid to where you can hook it with a coat hanger or something else.
If plastic I have run out of ideas.

Most toilets drop the waste onto a pipe where it makes a 90 degree turn before going into the black tank. The brush may just be right at the bottom and within easy reach, with a small hand, like a wife would have.
Naturally if the toilet has been flushed, the brush is probably in the black tank and you will have to hope that it is small enough to pass through the drain.

Mask and snorkel.
Seriously.....This is not completely uncommon. I have read where people have rented a pipe inspection camera unit and been able to find and retrieve whatever fell in the tank....(toothbrush, tool, cleaning brush, silverware, etc.)
Good luck on your "fishing" adventure.

We had this happen once several years ago but it was the whole brush. I was able to retrieve it with a coat hanger. So, now I keep a 3 foot string tied to the toiloet brush.

A flexible parts retriever can be bought at any auto parts store or on the cheap, a coat hanger should work. Good luck.

Fill the tank with water and try to retrieve it. If unable to get it, see if it flushes out.

Sounds like a job to pay somebody to do. Whatever happens, you do have to get it out. If it is too big to come out the drain then that's where it will head and clog up that drain. I don't know much about the internal plumbing, but it seems to me that if it was small enough to fall into the toilet and get through the toilet pipe and into the tank, that it should also be small enough to flush all the way through the system and out the drain.
