In Texas you can obtain a one time move permit from your local tax office. My BIL did this on a 5th wheel that was expired. He was trading it for newer fiver. Cheaper than doing the inspection. I think it was five bucks.
RE: Testing for electrical short
Best thing I found for stray electrical testing is a non-contact voltage tester like electricians use to check for live wires. If there is a live AC voltage it will light up without you touching the metal parts. This won't work for 12v dc testing but is for 120v ac.
