Stop spraying. The number of ants attracted to the Terro can be alarming. Have patience. The Terro will do the job. The more ants totin' the Terro back to the nest, the sooner you will be ant free. Usually, it takes a few days. However, it could take up to a week or so. Just keep the Terro relatively fresh, either with the drops or the traps.
I agree. STOP SPRAYING
The name of the game is KILL THE QUEEN and her workers will do it for you.

All it takes is for one or two of the ants to feed some to the queen and she'll be dead within a few days.

A lot of the state, county and municipal parks require those things to be "street legal".
i.e. License plate(s), headlight, tail and brake lights, turn signals and insurance.

How long does the TERRO seem to take to go into effect?

If they are the small ants, the terro works well. If large ones I have had good results with Boraxo. Just sprinkle it around and they will carry it home. Problem solved.
Terro is a syrup made with sugar and Borax.
They both take about three to four days to do the job of killing the queen.
No queen, no ants.

Not to be contrary, (and because I really don't know the facts:)), but doesn't your hubby have to be associated with the RED CROSS or something, to issue valid cards to the folks who take his course? I was thinking that was a State thing, so he might have to get a certification from FL, though I'd guess that is really just a paperwork thing.
I'm just guessing that anyone taking the course, should be sure that they get a valid card.
His instructor's certification is from the American Heart Association (AHA) as was mine.
He can issue AHA cards to his graduating students.

Weight would not be a major issue to me. I doubt they add a total of 100 lbs. to the weight.
They do add to the insulation factor in both winter and summer, along with sound transfer.
I would not be without them, that's my opinion.

There are 'weep holes' in the drip pan that frequently get clogged up.
You can clean them out with a pipe cleaner.

My son seems to be especially sensitive to them, poor kid swells up like none of the rest of the kids do.
My youngest daughter is hypersensitive to mosquito bites. She never goes anywhere without her bottle of Benedryl®.

Red Light Camera Scams
In one Chicago suburb It did improve safety.
When word got around, all traffic slowed down to 15 MPH (45 zone).
Those cameras are now GONE.
Naperville and I believe Schaumburg removed them as there was no demonstrated improvement in safety. many to most of the tickets issued is DuPage county were for right-turn-on-red infractions and not for the speed racer blowing through a red light. initially I was a supporter of red light cams but after watching how this program has morphed and changed in my county it's obvious to me that the primary reason these cams were installed was to raise revenue.Schaumburg removed them because of the increase in rear-end accidents on the roads around Woodfield Mall.
IIRC there was a class action suit involved.
