Ripsnort, I have the Draw-Tite (same company as Reese and Hidden Hitch) front hitch reciever on my '92 F350 4x4 (same body as yours) and it appears to me that your brush gaurd will not interfere with the hitch.
The hitch mounts onto the BACKside of the 2 pieces of heavy angled plate that extend from the inside of the framerails that the bumper mounts to. There is a 3rd mounting point along the inside of the frame rail behind the bumper mount. The hitch is entirely behind the bumper except the reciever tube that is welded on below the main crosstube of the hitch and comes forward under the bumper.
It appears that your brushgaurd bolts onto the bumper? Is there anything behind there that mounts the brushgaurd to the frame? If it mounts just on what the pictures show, you should be just fine with the hitch, if the Hidden Hitch's design is at all similar to the Draw-Tite design.
If you go to Reese's website, you should be able to get a picture of the actual hitch for your model of truck. Most sites just show you a generic picture, but Reese's hitchfinder feature lets you see the actual hitch for your vehicle, at least in my case it did. I don't have any experience with using the Sam's Club cargo carrier, but I have seen a few of the bolt-together ones at different places and seen a few in use on other vehicles. My take on them is that they are rather flimsy and I would have a hard time trusting one with, say, a 500 lb motorcycle on it. That is why I welded up my own motorcycle/cargo carrier from heavier steel and I am confident it is plenty strong for the task. Nothing has broken yet.. .
Here in California the law on the carriers appears to be that they can't block the lights or liscense plate and can't extend, oh I think it's 6 inches, beyoned the vehicle body on the left side and a little more on the right and I think it has to have reflectors if in the rear. I seem to remember 48" as being the max length it could extend out to the rear, but I could be off on that one. Also, no cargo on the carrier can block the driver's view to the front. I did some reading of the DMV codes before I built mine, of course my memory for all those details isn't as great as it used to be...

Yes, its a bolt on to the bumper (Not recommended for WARN winches )

Well, that doesn't leave one much does it! 6" is all? Damn, if I lived there, I wouldn't even bother, even bicycle handles extend more than 6" when mounted on the front. I will check my local state codes.
If the western states are anything like the Eastern states; they will have different laws. I made an aluminum rack that is 6'10" wide and sticks front of the bumper-3'. I like to fish in N.C.; which is 400mi. When I called DMV or the State Police of PA., MD., VA .,DE.; they all had different requirements. I could not find anyone in DE. to give me a for sure answer. I never called N.C. After I got all of the answers that I could; I built it the width of the fenders, and PA. said it could only stick out past the bumper 3', and don't block any turn-signals or headlights. pelican man.
