I saw on one of the tv shows just to use a heat tape available most anywhere. tape it to your hose with electrical tape and then wrap the foam pipe insulation around it all to keep the heat in. Usually they don't come on until 34-36 degrees so no power usage until needed.

I just fill the tank and operate with the water pump from the tank. I undo the water hose and roll it up at night if the temp is predicted to go down to freezing. I learned this the hard way. The hose froze and I wanted to depart first thing in the morning. The hose was frozen stiff and broke when I tried to unhook it. In to the dumpster it went and I had to buy another hose. Usually if it is warm enough for you to live in the RV, it is warm enough that the inside plumbing will not freeze and the water pump and tank will work just fine.
