There is Assateague State Park just south of Ocean City, MD. It is a dune away from the ocean, however, the only loop with any type of hook ups is Loop H and those sites only have electric and they do not allow pets. But, the bath houses are nice and there is easy access to dump stations. The sites are roomy and it is a treat to see the horses and deer walking through the campground. The federal park, just south of the state park, is more rustic with no sites with hook ups of any type, but it does allow pets.
Delaware Seashore State Park (Indian River Inlet) And Assateague are the only 2 that are a short walking distance to the ocean. There are plenty more on salt water, but I am assuming you want to be close to the ocean. I am not sure what options are further north.

weathershak is correct. These are the only two CGs that are truly "on the beach" in the Mid Atlantic region, north of your start point. The next one north on the ocean that I know of is in Fisherman's Memorial Park in Rhode Island
Cape Henlopen in Delaware is in a state park but I don't think the campsites are right on the beach.
