ok here's the deal, if i run the lights inside for a while then shut them off the converter whistles.....if i kill all power of a few seconds then back on the whistle is gone.
when the whistle is there and i turn on 1 light the whistle goes away......any ideas?

The switching converters make noise all of the time but it's above the range of human hearing. When they have no load on them they can switch into a mode that brings the noise down into the hearing range. This may or may not be behind the noise you hear. For more info search for the phrase 'pulse skipping'.

Mine hisses too. If any lights are on, including opening the refrigerator, the hissing stops. No load, slight hiss. Waco converter, really cheap design. But it works...

Is it a whistle or the fan? My fan roars when there's a load.
