We have stayed there several times and it is very quiet up there above the interstate.

Sounds like they are welcoming you to stay overnight when necessary for safety but no more. That's what I thought rest areas were for. Need a bathroom break, pull in. Need to stop and catch a few zzz's, pull in a catch your nap (even with your personal palace). Just don't sleep in till noon and stay the next night too...
Could someone locate this Visitor Center/Rest Area a little more precisely ? Perhaps by MM or nearest cross road ? The only one I can find on my maps is at MM 50 near Fabens, which is east, not west, of El Paso.

Ah Yes...that helped. Actually MM 163 since it is across the border in New Mexico. Not being anal...just need precise location info since I do my own navigating as I drive along. I've found that map reading and road watching can be mutully exclusive, and potentially fatal.
