I have an 03 Silverado crewcab long box 4x4 with a 6.0L gas engine with an auto trans.
When my camper is on the truck 2200lbs I have a bad hesitation/surge when between 2100-3000rpm when torque converter is locked.
The torque converter has been replaced, new plugs and wires, air filter, fuel filter have all been replaced...still the same. You even notice it on a slight down grade as well
Took it back to the dealer and they now say it is a caracteristic of the truck..
Any ideas??? of anyone have the same issue

not characteristic of my truck. sorry but I would go to another dealer or write to GM people to find out what is wrong and make it right.

NOT a characteristic of that truck or any truck. If your sure everything else is good, like you posted, especially the fuel filter, then the next thing is the fuel pump in the tank. It has a screen or filter on it and it very possibly could be plugged enough to cause something like that. If everything else has been checked, then that is next. If you have a fuel pressure gage that could be tied into fuel line with tee and truck operated with camper loaded to make it surge, you would probably see fuel pressure drop when it happens. It's a lot of work, but a good dealer should have equipment. It might be less expensive to just drop tank and clean and put in new pump.

Reminds me of an old mechanic friend of mine. A customer had a surge that he could not get rid of. He tried everything to no avail. Then as the customer was driving away, he noticed a tire was going flip/flop. It turned out to be a broken belt in a tire.

Have you tried cleaning the fuel system? I wonder if you have a clogged injector or a weak one

I haven't cleaned the fuel system, I will try that because I am almost at the point of buying a new truck because it anoys the heck out me...it runs good without a load

....try having the fuel injectors cleaned. Fuel pump and fuel filter checking and or changing are also fairly low cost probes.
Also, check your transmission fluid level and condition (blotter color test, to start). If you're not familiar with the procedure to check the transmission fluid (4L80E transmission, I suspect you have?), have this done by a professional.

*On edit: ask your dealer for a complete error code printout. Are there any error codes being recorded by the truck's on-board computer?

I once had a problem that could possibly be related to yours. Fuel pump put out adequate pressure, but inadequate fuel flow rate. Couple of dealers tried all sorts of stupid things, ranging from Tekron (?) to ignition switch. Finally found an independent shop that tested both fuel pressure and flow rate. Required a new in tank pump. They took the bed off, instead of dropping the tank. Easier -- only 4 bolts.

The only 2 things that come to mind which would follow your symtoms are the O2 sensor (if it's out of whack, the system will go open loop under load) or the MAS (mass airflow sensor) which will do the same thing if its' cal is out. Just another idea...
