The heater works fine but, from the outside, sounds like a blow torch. I've heard or read that you should not hear it over 25 ft away and this unit, an Atwood, can be heard upwards of 100 ft. Disruptive to other campers. Ideas?

If the neighbors start complaining, invite them over, gather around the water heater on the outside, wait for it to kick on. When it does, have everyone ready with marshmallows on their sticks. Put all the marshmallows in the heater's exhaust area, and roast the marshmallows.

Chances are, you'll have someone outside standing by your water heater just waiting for it to blast on every time you take a shower or do dishes!

Really, sorry. I don't have a clue what you should do.

Your water heater should only run for about 15 minutes and every other RV in the campground will ALSO have a hot water heater. If this disrupts them you've found a particularly easily disruptable group to camp with so make sure you're wearing rubber shoes when you walk around.

Too much air in the mixer tube to the burner will make it sound like a loud blowtorch.

Mine did he same thing. I called Atwood and talked to their service department. After confirming the air mixture was correct they had me to bend the exhaust outward. This made it much quieter. Open the cover and at the upper left side you will see the exhaust. It is about 4 inches wide and slopes upward at a 45 degree angle. at the outer most point, it bends upward for about one half inch. They had me bend this 1/2" flange outward until it was straight with the 45 degree part. This made the door harder to shut but it sure made it quieter.

The tube is mfg. the way it is to "attempt" to keep the exterior door from getting "too hot."

RVpapa has it right. If you have the Atwood manuel checkout the adjusting aitshutter section. Too much yellow in the flame is too much air and will be a loud roar. Loosen the airshutter tube set screw and slide tube back and forth to find the sweetspot. Nice quiet blue flame. Now be careful too much blue will be sooty.
