Don't know how many people take
small boats to Mex for fishing,
I take a kayak, but it appears
the boat permit for fishing
is no longer required

In Mazatlan - they only sold weekly licenses, but when we went over to Cabo - we bought one for the whole year for $48.

We are making our first trip to Kino Bay and plan to do some ocean fishing, what type of rod, reel and lures should we take?

Take your own equipment - some of those boats have antique Penn reels and rods. You need a good spinning outfit Daiwa BG60 with an 8ft Ugly Stik rod and 20# spectra; or a TLD 20 reel, roller tip rod and 50# spectra.

Thanks lilhowlinwolf, we plan to fish from a boat available at the resort that we are staying in, but it belongs to a resident of the resort not a guide. So we need to bring our own gear. So now I know what I need.
